Definition of Nursery Stock

plants"Nursery stock" includes all trees, shrubs, vines, cacti, agaves, succulents, herbaceous plants whether annuals, biennials or perennials, bulbs, corms, rhizomes, roots, decorative plant material, flowers, fruit pits or seeds, cuttings, buds, grafts, scions and other plants intended for sale, gift or propagation, either cultivated or collected in the wild, except seeds intended for propagation.

Houseplants

HouseplantsIndoor houseplants that are free of insects and in a commercially-prepared potting mix are allowed entry into Arizona without a certificate from the state of origin. Since houseplants transported in a commercial moving van will be inspected upon entering the state, the plants should be placed near a trailer door to facilitate inspection.

General Shipping Requirements

States Regulated: All states, districts, and territories of the United States.

Materials Regulated: Any commodity shipped or transported into the state. "Commodity" means any plant, appliance, soil, material, or thing subject to federal and state laws and rules.

Restrictions: (1) Nursery stock shipments shall not enter Arizona between 8:00 a.m. Friday and 12:01 a.m. Monday, or during a legal holiday; (2) Each commodity shipped or transported into the state shall bear the name and address of the shipper and receiver, a certificate of inspection for nursery stock with the common or botanical name of the commodity, the quantity of each type of commodity in the shipment, the state or foreign country where each commodity originated, and any other required certificate applicable to the commodity; (3) Common and private carriers shall declare all commodities at a port of entry; (4) All commodities shipped or transported into the state shall be packaged or wrapped in a manner to allow inspection by an inspector; (5) Clear or colored waxes applied to a commodity that prevents inspection of the commodity are prohibited.
